Государственная Дума - выборный орган, в нем заседают 450 депутатов. Принимает бюджет и законы. Утверждает Правительство. Работает на постоянной основе.

Совет Федерации - в нем работают назначенные представители от всех субъектов Федерации, по 2 человека от каждого региона. Утверждает законы принятые Государственной Думой и направляет их на подпись президенту. Члены СФ работают у себя дома, примерно дважды в месяц собираются в столице для утверждения законов и иных важных государственных решений.
