Это не страдательный залог, а настоящее простое время. Причастие времени armed выполняет роль прилагательного после глагола-связки (to be) в the Present Simple Active Tense и определяет существительное bodyguards. Harry agreed with his mother's advice. But he replied that he was too old to change. He said that he didn't want to go to school.
His mother asked him not to be silly. She said he had to go as he had things to learn. And ahe added that besides that, he was the headmaster of the school.
