1) Для того, чтобы прочесть год, его нужно разбить посередине на две цифры.

2) Для порядковых номеров к цифре всегда прибавляется the в начале и суффикс -th в конце. Исключения составляют только "первый" (the first), "второй" (the second) и "третий" (the third).

3) Десятичные дроби читаются хитрее. Точка читается, как "point".
Если число начинается с нуля, его можно не читать: 0.5 - point five.
Целые числа до точки читаются или вместе (только до двух цифр), или по отдельности (если цифр больше двух, но и две цифры прочитать по отдельности тоже можно). Числа после точки всегда читают по отдельности.
