To make meat sauce, heat oil in a large saucepan over a medium heat. Once oil is hot, add beef, onion, and garlic and cook until meat is browned. Now add diced tomatoes (with juice), tomato paste, and dried herbs. Let cook 15 minutes, stirring gently. Once cooked, stir and transfer to a bowl.
To make cheese sauce, melt butter in a medium saucepan over low het. Add flour and stir until smooth. Allow mix to cook gently for about 30 seconds before stirring in milk. Allow to cook to a simmer (a couple of minutes). Stir constantly, until mixture is smooth and thick. Add parmesan and season with salt and pepper. Stir mix over low heat until cheese melts, then transfer sauce to a bowl.
Preheat oven to 350F. To assemble the lasagna, spray cooking oil in a retangular baking dish. Spread a little meat sauce over bottom of dish. Place 3 lasagna sheets on top, covering the sauce. Spoon 1/3 of meat sauce over lasagna sheets, spreading it evenly to the edges of the dish. Spoon one third of the cheese sauce over the meat. Top with more lasagna sheets. Repeat layers until dish is full and ingredients are all used. Then top with grated parmesan. Place baking dish in preheated oven and bake for 50 minutes, or until the cheese melts and the edges are bubbling or golden brown. Remove lasagna from oven and let stand 10 minutes before cutting into square pieces. Sprinkle parsley to garnish and serve.
