Victor Makeev was born on October 25, 1924 in the village of Protopopov (now the village of Kirov, Kolomna). Since 1939 he worked at an aircraft factory in Moscow, since 1941 - in evacuation in Kazan - a draftsman, a designer. He showed his ability to solve design tasks skilfully in conditions of intense serial production of Pe-2 aircraft.
