Каждый из нас должен иметь возможность выбирать своих представителей во все государственные учреждения, на государственную должность и голосовать по основополагающим вопросам, которые формируют нашу индивидуальную и коллективную судьбу. Результатом этого должно стать общество, настроенное на потребности и ожидания своих субъектов. Там, где соблюдается это основное право, каждый из нас располагает возможностью присоединиться к обсуждениям, выдвинуть свои идеи, выступить в пользу изменений – то есть принять участие. Осуществление права на участие в жизни общества является основой функционирования демократического общества и эффективной системы защиты, прав человека. Для достижения обеих целей необходимо ВСЕОБЩЕЕ участие в процессах принятия решений. Люди должны высказывать свое мнение, и принимать участие в общественной жизни общества и процессах принятия решений без стыда, угроз и страха. Everyone has the right to be heard and to participate in decisions concerning the life of their community. Each of us should be able to elect their representatives in all government agencies, to run for public office and to vote on the fundamental issues that shape our individual and collective destiny. The result should be a society attuned to the needs and expectations of its subjects. Where observed this fundamental right, each of us has the opportunity to join the discussions and put forward their ideas, to speak in favor of change - that is, to take part. Exercise of the right to participate in public life is the basis of the functioning of a democratic society and an effective system of protection of human rights. To achieve both of these goals requires universal participation in decision-making processes. People need to express their opinions and participate in the public life of the community and decision-making processes without shame, threats and fear.
