По-моему, здесь возможны 3 различных варианта. Если мы говорим: "These televisions have been made in Japan" (в такой же ситуации также возможно использование "were made"), то я представляю себе такую ситуацию: я у друзей, у них несколько старых телевизоров, которые УЖЕ НЕ ДЕЛАЮТ, но РАНЬШЕ ДЕЛАЛИ В ЯПОНИИ. Тогда они могут сказать про них "have been made", если про именно эти телевизоры или "were made", если про все телевизоры этой марки. A если мы говорим: "These televisions are made in Japan", то телевизоры этой марки до сих пор производятся в Японии. Гораздо чаще используется второй вариант: "These televisions are made in Japan".
