Т.е. они в принципе хорошо не растут летом. Не росли в не будут расти в будущем, не растут именно сейчас, а просто в принципе растут растут хорошо летом.
Следовательно должно использоваться время Present Simple.

Vegetables grow well in summer, but you can't grow them in winter.
P.S.Мне кажется в задании ошибка, потому что BUT тут не подходит.
Получается, что
Овощи хорошо растут летом, но вы не можете выращивать их зимой.
Звучит немного глупо.
