Because of both these things many people cannot afford good housing. In some run-done neighborhoods, the crime rate is high. The neighborhood ls unsafe for families. In some poor neighborhoods, the neighbors sick of anme. They want to live in safety. Some of these neighbors form groups called Neighborhood Watches. A Neighborhood Watch is a group of pelghbors who meet with police officers and come up with a plan to light crime in the neighborhood. People abo form other groups to improve their neighborhoods.
